Beyond Amazon: Sequencing Walmart, Target Plus, TikTok Shop, eBay and Mercado Libre by What Your Operation Can Already Prove
Walmart, Target Plus, TikTok Shop, eBay and Mercado Libre each publish a different gate. How an Amazon brand can order them by what its operation proves.

By Bernardo Campelo, Forbes Business Council E-Commerce Leader, Amazon SPN Certified provider, Amazon SP-API authorized partner, and Founder of PrepVia.
As of October 29, 2026, Amazon is rolling out multichannel selling tools in Seller Central that let U.S. sellers connect their eBay, Shopify, TikTok and Walmart accounts, link off-Amazon listings, see orders from every channel in one place and fulfill across channels, at no additional cost. Amazon announced the tools in an About Amazon post on September 24 and told sellers in a Seller Forums announcement on October 20 that the rollout is gradual. The About Amazon post also says more than 95% of independent sellers in Amazon's store sell across multiple channels.
Connecting a channel takes a few clicks. Qualifying for it, and staying in good standing, does not. Being on a second channel is also not the same as growing there: in the 2026 Seller Index, a survey of 181 marketplace businesses by Marketplace Pulse, 71% of Amazon-primary sellers already active on at least one other marketplace still earned three-quarters or more of their marketplace revenue from Amazon, according to the firm's September 24 article.
This guide is for the brand or importer that already sells at volume on Amazon. It orders Walmart Marketplace, TikTok Shop, eBay, Target Plus and Mercado Libre by what each channel asks the operation to prove, not by the size of its audience. Label and inbound specs are covered in our guides to WFS prep versus FBA prep and TikTok Shop fulfillment; this one is about the order.
The 60-second version
Order your next marketplaces by the gate each one publishes, not by the size of its audience. Start with a price that holds outside Amazon, then add the channels your current inventory and dispatch can already serve. Amazon and Walmart both check your price against other retailers. Amazon's Multi-Channel Fulfillment can ship Walmart, eBay and TikTok Shop orders from FBA inventory, within each channel's rules: Walmart allows it only in a neutral box with Amazon Logistics blocked, and TikTok only with Seller Shipping. Walmart's application asks for marketplace or ecommerce history, GS1 barcodes and a returns-capable U.S. warehouse or WFS. TikTok Shop expects a carrier scan within 2 business days unless TikTok fulfills the order. Target Plus is invite-only and rules out competitor fulfillment services. Mercado Libre is an export decision, listed and paid out in U.S. dollars.
Every rule, date and name below was checked on October 29, 2026 against the pages Amazon, Walmart, Target, TikTok Shop, eBay and Mercado Libre publish for sellers, and against MercadoLibre's annual report filed with the SEC, linked where they first appear. Marketplaces edit these pages without notice, so open the live page before you commit inventory to a channel.
The Gates Each Channel Publishes
Market size tells you where the buyers are. It does not tell you what the channel will ask of your warehouse, your catalog and your pricing first. Each marketplace below publishes that answer in its own help pages, and five gates come up again and again: a price that holds outside Amazon, a place where the inventory may sit, an application with its documents and barcodes, a dispatch clock with a scorecard, and, for one channel, an invitation.
| Channel | What it asks first | Dispatch rule | Where the inventory can sit |
|---|---|---|---|
| Walmart Marketplace | An application: marketplace history, GS1 barcodes, a returns-capable U.S. warehouse or WFS | Ship within two operational days; on-time delivery of 90% or above | Your warehouse or 3PL, Walmart Fulfillment Services, or FBA through Amazon MCF in a neutral box with Amazon Logistics blocked |
| TikTok Shop | Verification as a U.S.-based seller, with identity and business documents | Carrier scan within 2 business days; delivered within 6 | Your warehouse or 3PL, Fulfilled by TikTok, or, with Seller Shipping, FBA through MCF or WFS through Walmart's Multichannel Solutions |
| eBay | Monthly seller standards | Ship within the handling time you state; defects on no more than 2% of transactions | Your warehouse or 3PL, FBA through MCF, or WFS through Walmart's Multichannel Solutions |
| Target Plus | Invite-only; applicants must meet Target's eligibility checklist | Ship within 24 business hours, per Target's checklist | Your warehouse or 3PL; Target's checklist rules out competitor fulfillment services |
| Mercado Libre | A Global Selling account, with listings in English priced in U.S. dollars | Depends on the logistics type: remote or fulfillment | Shipped from the U.S., stocked in Full warehouses in Mexico or Chile, or in Mercado Libre's Texas center |
"Every new marketplace is a new rulebook on the same pallet. Pick the next channel by what your operation can already prove."

Gate One: A Price That Holds Outside Amazon
Price parity is not a clause you sign. At Amazon and Walmart it is a rule the storefront applies to your listings: each one compares your offer with prices on its own store and at other retailers, and the consequences differ. The Amazon Marketplace Fair Pricing Policy says Amazon monitors prices in its stores, shipping included, and compares them with other prices available to customers. A price significantly higher than recent prices offered on or off Amazon is one of the practices it lists, and the consequences run from losing the Featured Offer to, in serious or repeated cases, losing selling privileges.
The working number is on Amazon's Pricing Health page: the competitive price threshold, the lowest price plus shipping for an equivalent item recently found at another reputable retailer outside the Amazon store. An offer whose total price sits above that competitive external price is not eligible to be the Featured Offer. Amazon's page on becoming the Featured Offer says that, as of September 2026, it no longer keeps a seller eligibility requirement, and Amazon's July announcement says it still selects on criteria such as price, delivery speed and performance.
Walmart applies its own version. Its Pricing Rule automatically unpublishes offers priced egregiously higher than prices currently or recently offered for the same item on Walmart.com or a competing website, with the reason code "Reasonable Price Not Satisfied." An offer priced substantially higher, but short of that line, can lose its Add to Cart button, and Walmart's FAQ says there are no exceptions to its pricing rules.
A launch discount on a new channel can become the external price Amazon measures your Amazon offer against, and a Walmart price set high to absorb fees can take the Walmart offer off the shelf. Build each channel's price before the first listing goes live, net of that channel's fees and obligations, including the ones Target Plus adds.
Gate Two: Where the Inventory Is Allowed to Sit
A quick way to test a channel is to serve it from inventory you already hold. Amazon's Multi-Channel Fulfillment ships orders from other sales channels out of the same pool as FBA, and Amazon's September 2025 release added Walmart and Shopify to channels it already served, such as eBay, Etsy and TikTok Shop. Amazon's MCF help page says unbranded packaging is the default, at no additional cost, except when it may lengthen delivery times, so select Only ship with blank boxes when every box must be plain; the option does not cover items longer than 56 inches or heavier than 49.9 lb. Amazon's Walmart guide says it charges no referral fee on MCF orders.
The receiving channel still sets the terms. Walmart's shipping and fulfillment policy bars competitor boxes or packaging and allows multichannel fulfillment only when neither the packaging nor the delivery vehicle shows the other retailer's branding. For Amazon, its FAQ spells it out: ship in a neutral box and block Amazon Logistics as a carrier. Blocking Amazon Logistics normally adds a 5% surcharge to the MCF order, and Amazon's help page says that surcharge is waived until January 14, 2027. Blocking also adds delivery time: the same page gives Standard orders 3 to 5 business days instead of 3.
Returns are where the shared pool thins out. Amazon's MCF help page says return drop-off and transportation are only available for U.S. orders from your own site and from eBay. Walmart's application asks for a U.S. warehouse with returns capability or WFS, so a brand serving Walmart from FBA inventory needs a returns plan that does not depend on MCF.
Walmart runs the same idea in reverse. Its Multichannel Solutions program uses WFS inventory to fill orders from other channels, and Walmart's program page names Amazon, eBay, TikTok Shop and your own website among them. You must already be on WFS, multi-box and big and bulky items are not eligible, and orders ship only to the 50 states and Puerto Rico, in unbranded poly bags or brown boxes. Before routing Amazon orders this way, read Amazon's Drop Shipping Policy: another company's fulfillment service is allowed only if you remain the sole seller of record and stay responsible for customer returns, while Walmart says MCS customers mail returns directly to Walmart facilities.
TikTok has its own network. Fulfilled by TikTok is TikTok Shop's in-house service for storage, packing and shipping, and TikTok says logistics issues on FBT orders, such as late dispatches and cancellations, are excluded from seller performance metrics. TikTok lists Amazon MCF as a Seller Shipping provider, but says Seller Shipping may only be available to select sellers.
Gate Three: The Application, the Documents and the Barcode
Walmart is free to join, with a referral fee on each item sold, and it screens sellers first. Its guide on what to have before you start selling lists the minimum requirements:
- Identity and tax. A copy of a personal ID, business tax ID(s) or a business license number (an SSN is not accepted), and the business entity classification.
- Proof of business. Documents that verify the business name and address.
- Track record. A history of marketplace or ecommerce success. Walmart does not put a number on it.
- Catalog. Products with GTIN/UPC GS1 company prefix numbers, and a catalog that complies with Walmart's Prohibited Products Policy.
- Fulfillment. A B2C U.S. warehouse with returns capability that can meet Walmart's Seller Performance Standards, or Walmart Fulfillment Services.
Walmart says sellers who do not meet those requirements will not qualify, and it lists non-profit organizations and sole proprietorships (outside India) among the business types not allowed on the U.S. Marketplace. Its registration guide puts business verification at a few minutes to two business days. Rights owners with registered trademarks can use Walmart's Brand Portal to manage their brands and submit intellectual property claims.
The barcode line deserves a second look. Walmart wants GS1 company prefix numbers on the products and describes a UPC or GTIN exemption request for products without a product ID, such as private label goods. A reseller who covered manufacturer barcodes with FNSKU labels has a physical conflict to solve first, which our guide to WFS prep versus FBA prep walks through.
TikTok Shop's gate is identity. Its U.S. guide to registering for TikTok Shop says the account is verified as belonging to a U.S.-based seller and that U.S. sellers complete a W-9. Its document guide for corporations requires U.S. identity documents for verification, though owners of 25% or more may use a non-U.S. passport, and TikTok may ask for more proof of address or business, or a letter of authorization, when it cannot verify what was submitted.
Gate Four: The Dispatch Clock and the Scorecard
Walmart requires sellers to ship within two operational days after receiving an order, unless it has approved a lag time exemption. Its Seller Performance Standards, evaluated over the last 30 or 60 days, set eight thresholds:
| Walmart metric | Standard |
|---|---|
| Cancellation Rate | 2% or below |
| On-Time Delivery Rate | 90% or above |
| Valid Tracking Rate | 99% or above |
| Seller Response Rate (inquiries answered within 48 hours) | 95% or above |
| Negative Feedback Rate | 2% or below |
| Return Rate | 6% or below, or 9% or below for Resold inventory |
| Item Not Received Rate | 2% or below |
| Late Shipment Rate | 5% or below |
Walmart also says that with WFS, most of these metrics are met for you, except the Negative Feedback Rate.
TikTok Shop's U.S. Fulfillment Policy, dated September 28, 2026, counts business days, which exclude weekends and U.S. federal holidays. Orders must be scanned by a carrier within 2 business days of reaching Awaiting Shipment, TikTok auto-cancels orders without tracking after 5 business days, and orders must be delivered within 6. Sellers must keep a valid tracking rate of at least 95%, an on-time delivery rate of at least 80% and a seller-fault cancellation rate of 2.5% or less, and enforcement may apply above a 10% late dispatch rate. FBT orders are exempt from the delivery and tracking metrics.
eBay grades the outcome more than the clock. Its seller standards policy evaluates sellers on the 20th of each month and allows 2 cases closed without seller resolution or 0.3% of transactions, whichever is higher, and transaction defects on no more than 2% of transactions. Below Standard can bring selling limits, including higher final value fees, and items must ship within the stated handling time.
Target Plus: The Gate Is an Invitation
In a July 1, 2026 interview, Target's Chief Digital and Revenue Officer said that because Target Plus is invite-only, Target can grow it while maintaining the confidence, quality and trust guests expect. Target's supplier page calls it currently an invite-only marketplace that keeps looking for direct brand and authorized reseller partnerships, and Target's 2024 announcement with Shopify says Shopify merchants in the U.S. can apply through Shopify's Marketplace Connect app.
The requirements are on Target's seller site, plus.target.com. According to its FAQ and eligibility checklist:
- The business. Registered under U.S. law and operating in the U.S., with a W-9, an EIN, a DUNS number and a U.S. physical commercial business address. Mailboxes, virtual offices and fulfillment centers where you have no active business presence do not count as that address, and sole proprietorships are not eligible.
- The brand. A trademark certificate for owners or manufacturers, or a letter of authorization for resellers, plus an official company domain.
- The catalog. GS1-certified UPCs on all products; Target's application form adds that a UPC or EAN with 11 or 14 digits is invalid for Target.
- The shipping. Ship within 24 business hours of an order, with no contact information or marketing materials in the package, and no competitor fulfillment services.
- The returns. Accept palletized in-store returns delivered by semi truck at a single U.S. business address, and individual mail-in returns from guests.
- The integration. The checklist names an approved channel partner, and the application form also asks about Target's direct integration requirements.
Target's referral rates page says the referral rate is a percentage of the final item price after discounts, excluding taxes and shipping, published by category. Target Circle Card holders get 5% off, the seller covers that discount, and it is applied before the referral rate. The checklist also asks sellers to provide free shipping on orders over $35 and on orders from Circle Card holders.
Target's FAQ says there is no minimum or maximum SKU count. Its team reviews each application against Target's category strategy and consumer priorities, aims to respond within 30 days, and describes a typical acquisition process of 3 to 6 weeks before onboarding. Target's pages differ on the approved carriers, the length of onboarding and the response time, so confirm all three with Target during the application.
Read as a whole, the checklist describes a brand that already runs consumer fulfillment and returns, in-house or through a 3PL, which is why Target Plus belongs late in the sequence for most Amazon-first brands.
Mercado Libre: An Export Decision, Not Another Tab
Mercado Libre's Global Selling program lets a seller reach buyers in Mexico, Brazil, Chile, Colombia and Argentina from a single account. Sellers list and collect in U.S. dollars while buyers pay in local currency, and orders move through Mercado Envios Full warehouses or Mercado Envios direct-to-consumer shipping. Its developer documentation adds that listings must be created in English, priced in U.S. dollars, with a logistics type of remote or fulfillment.
The company's own filing shows who already sells this way. In its annual report for 2025, filed with the SEC in February 2026, MercadoLibre says the international products on its marketplace come primarily from sellers in China and the U.S., through its cross-border trade operations, and that its e-commerce platform is present in 18 countries.
Remote shipping crosses a border with every order, and Full means stocking inventory in Mexico or Chile; Mercado Libre also offers, by sign-up, a fulfillment center in Texas. Each destination brings its own customs, tax and product rules, so bring in a customs broker and a tax advisor for each country, and run the project in parallel with the U.S. sequence rather than as its next step.
Putting the Gates in Order
With the gates side by side, a sequence follows for a brand that sells at volume on Amazon today. It is a reading of the rules above, not a rule any marketplace publishes:
- Price first. Set each channel's price against Amazon's competitive external price and Walmart's pricing rule before any listing goes live.
- Then the channels your FBA inventory can already serve. eBay through MCF. Walmart once its application is approved, which asks for a returns-capable B2C U.S. warehouse or WFS, then through MCF in a neutral box with Amazon Logistics blocked. TikTok Shop through MCF, if your shop has Seller Shipping, against its 2-business-day clock.
- Then the channel networks, when volume justifies them. WFS carries most of Walmart's scorecard, and FBT keeps TikTok's logistics issues out of your metrics. Both mean inbound shipments built to another network's spec.
- Then Target Plus, by invitation. It asks for consumer fulfillment and returns that you run, in-house or through a 3PL, with no competitor fulfillment in between.
- Mercado Libre in parallel. It is an export operation with its own customs and logistics.
Amazon's multichannel tools make connecting easier. They do not change these gates, which is why the order of channels is an operations decision before it is a marketing one.
"Many businesses scale revenue far faster than their operational infrastructure, and that mismatch quietly erodes margins while making the entire business fragile."
Bernardo Campelo, in a Forbes Business Council article, March 16, 2026
Where a Prep Center Fits
A prep center works on the inbound side of this decision: receiving, inspecting and counting inventory, labeling it, and building the shipments that go into Amazon FBA, Walmart Fulfillment Services or TikTok's fulfillment network. PrepVia preps inventory for Amazon FBA, Walmart WFS and TikTok Shop. The PrepVia app connects to Amazon SP-API, Shopify, eBay and QuickBooks; there is no API connection to Walmart or TikTok Shop yet, and both are in the researching stage. The full list is on our integrations page.
A prep center does not decide the gates. Walmart approves or declines the application, Target issues the invitation, each marketplace sets its own dispatch clock, and Amazon and Walmart run their own price checks. Questions worth asking any 3PL before you add a channel:
- Channel labels. Which channel's labels do you apply, and when: at receiving, or when the units are allocated to a channel?
- Inbound specs. Do you build shipments to each network's own inbound rules, for FBA, WFS and FBT?
- Counts. How fast are discrepancies against the packing list reported? At PrepVia, within 24 hours of arrival, with photos.
- Consumer orders. If the plan includes self-fulfilled channels such as Target Plus, who ships the parcel within the channel's clock, and who receives the returns, including palletized returns by truck?
- Integrations. Which connections are native and which run through middleware? Our guide to what "we integrate" means lists the questions.
Frequently Asked Questions
Which marketplace should an Amazon brand add first?
The one whose gates your operation already clears. Set prices that hold against Amazon's competitive external price and Walmart's pricing rule first. Channels your FBA inventory can serve through Multi-Channel Fulfillment usually come before channels that need a new network, an export setup or an invitation.
Can Amazon MCF fulfill Walmart Marketplace orders?
Yes, within Walmart's rules: a neutral box, with Amazon Logistics blocked as a carrier. Blocking Amazon Logistics normally adds a 5% surcharge, which Amazon says is waived until January 14, 2027. MCF return drop-off and transportation cover only U.S. orders from your own site and from eBay, so plan Walmart returns separately.
Is Target Plus open to any seller?
No. Target describes Target Plus as invite-only. Its seller site lists a business registered and operating in the U.S. with a W-9, EIN, DUNS number and a U.S. physical commercial address, GS1-certified UPCs, a trademark certificate or a letter of authorization, shipping within 24 business hours and no competitor fulfillment services.
What does Walmart require to approve a new seller?
Walmart's guide lists identity and tax documents (no SSN), proof of the business name and address, a history of marketplace or ecommerce success, products with GS1 company prefix GTIN/UPC numbers, a catalog that complies with its Prohibited Products Policy, and a returns-capable B2C U.S. warehouse or WFS.
How fast do TikTok Shop orders have to ship?
TikTok's U.S. Fulfillment Policy requires a carrier scan within 2 business days of an order reaching Awaiting Shipment and delivery within 6 business days, and it auto-cancels orders without tracking after 5 business days. FBT orders are exempt from the delivery and tracking metrics.
Can a lower price on Walmart affect my Amazon listing?
It can. Amazon's Pricing Health page says offers priced above the competitive external price, the lowest price plus shipping recently found at a reputable retailer outside Amazon, are not eligible to be the Featured Offer. A discount on another channel can set that external price.
Final Take
Amazon is rolling out tools that let U.S. sellers connect eBay, Shopify, TikTok and Walmart from Seller Central, which removes some friction. It does not remove the gates the sections above describe.
Fix the price first, use the inventory you already hold where the receiving channel allows it, move into a channel's own network when volume justifies the inbound work, run cross-border as a parallel project, and leave the invitation-only channel for when the operation can prove what it asks.
